I just checked the subscriber list and it's 260. While that's smaller
than the number of people who receive NEWS, it would be a decent initial
poll.
By the way, I'm not able to look at the subscriber lists for bug-bison and
bison-patches. Why is that?

Ok, then I'll begin using C99 where it seems helpful (but not in
branch-2.4.2). I should put together a note for README at some point.
