No. Paul just said that if you include GPL'd code --- and using a
GPL'd skeleton is including GPL'd code --- your code is GPL'ed. And
lalr1.cc is GPL'd without exception.

That's pretty official: the skeletons, except yacc.c, are covered by
the straight GPL, without the special provision that un-GPL's the
skeleton parts of the output.
If you mean to change this, that's to rms you want to write :)
