Since I work in two language, I just entered the same footnote in English (the second language). And this time when I entered the footnote for 2:5, purposefully using format view, the footnote that actually was entered in 2:5 was a copy of the footnote for 2:25. This mistake always keeps the \fr the same as the wrong footnote, so that the 2:5 footnote starts \f + \fr 2:25...

This has happened to me several times, and it seems especially prone to happen near the first of chapters, I think. I afterwards entered a footnote in USFM view, and then when I clicked OK to end entering the footnote, it acted as expected.
