[be] 3.9-win

Did you have version 3.9 for Windows somewhere, Birch? I download the
one at
http://buildbot.biblesint.org/builds/bibledit-win32-5be8073216236d37c431a71f496bbbec179a9f5a.zip,
 but when running i586-pc-mingw32msvc-bibledit, it says that libexpat.dll was 
not found. Any help would be appreciated. Thanks, Teus.
