[be] [task #8017] use/allow xetex as formatter

Follow-up Comment #1, task #8017 (project bibledit):

TeX is a beast of a thing, and difficult to control. If ever TeX is
supported, it should not be a requirement for bibledit to run. The support
that could be given could be "Export to XeTeX". Bibledit does have its own
formatting engine that is good enough for day-to-day usage, but this formatter
is not intended for professional typesetting jobs.
