In the case of the UK, there are many vendors who's products are already type 
accepted there.  Bayonne supports analog phone lines, like found in 
residential lines. using telephony cards from Voicetronix, Intel, and 
Quicknet.  It also supports "CAPI 2.0 compliant" BRI (and maybe even PRI) 
cards for ISDN circuits, which are now fairly common on the European 
mainland.  CAPI support is found as part of isdn4linux and/or capi4linux 
utilities, which are included in Debian stable as well as with most GNU/Linux 
distributions.  It also supports a variety of high density span cards for E1 
carrier spans one may receive from a telco, including E1/PRI service.  For a 
4 to 8 port system, using fully free licensed drivers, I would suggest using 
the Voicetronix OpenLine4 card(s).
