Follow-up Comment #1:

Thanks for the patch, implemented.

I applied some minor stylistic changes to make it consistent
with the remainder of the file, and changed the magic string
from "host:port" to "net:host:port", so it's more in line with
the existing "usb[:serialno]" diversion used for USB-connected
programmers.

I also added a dummy for ser_win32.c, and of course, documentation.
