[avrdude-dev] avrdude programming errors.

I have reseached all I can on the web forums and I can't come up with an
answer to my error below:

avrdude -p atmega16 -P com3 -c stk500 -U flash:w:test.hex

avrdude: stk500_program_enable(): unknown response=0xe0
avrdude: initialization failed, rc=-1
Double check connections and try again, or use -F to override
this check.

avrdude: stk500_disable(): protocol error, expect=0x14, resp=0x11

Initially I thougth it might have been a damaged AVR but now I have my
design on a PCB with a new avr. (ATmega128)
All the connections are good, the cable is in place, and the com port is
available!

I am completely stuck! Do you guys think the stk500 is bad? I am not able to
see the signature byte in AVR studio or enter programming mode.
