[avrdude-dev] first cut texinfo manual

Hi,

I've got a first draft of a manual available.  Just wondering if you
guys wanted to review it before it is committed, or should I just
commit it and then folks can work on it.  Also, as far as committing,
should I create a 'doc' directory and put it in there?  What about the
name, should it be 'avrdude.texi' or something else?
