[avr-libc-dev] Released avr-libc-1.6.2

I just released avr-libc-1.6.2.  This is mainly a bugfix release, but
also in particular adds the initial Xmega support.

Since my own compiler is not yet up to speed with all the new MCU
types supported, I did not prepare a binary release this time, only
source code and documentation.

There's a small typo in the NEWS file: the first line should read
"Changes in avr-libc-1.6.2" but reads "Changes in avr-libc-1.6.1".  I
did not have the time and energy to re-roll the entire release just
for that, sorry.
