[avr-libc-dev] New avr-libc doc pointers

We finally managed to find a way to make the avr-libc documentation
available on the official avr-libc project page.  The new official doc
pointers are:

http://www.nongnu.org/avr-libc/user-manual/index.html

for the entire HTML tree, and in particular

http://www.nongnu.org/avr-libc/user-manual/FAQ.html

for the FAQ.

We'd like to particular thank Christopher X. Candreva <chris - westnet
- com> very much for his offer to temporarily host this documentation
while all the savannah issues needed to be sorted out again after the
crack.
