[avr-libc-dev] max message length

Hi,

I've changed the max message length to 30 KB (from 100 KB) to hopefully
trap some of the latest viruses/worms that are going around from making
it to the list.

Larger messages can still be posted, but I will have to explicitly
approve them first.

BTW: Any windows users on the list, _please_ check your systems for the
latest viruses. It sucks when those end up in the mailing list archives.
