Start here, and you'll be way ahead of the game.

If your development PC does not have a Parallel port,
you'll need something a little different.
I use

for $30. If you only have a USB port, you can get a USB-2-RS232
adapter and use that.

for $80 which acts as a programmer and includes a test CPU.
