did you find any announcement of an MEGA running with 16 MHz at 3.3V?
Modern FPGAs are no longer 5 Volt tolerant, so 3.3 Volt is needed as
supply. Trading FPGA speed agains CPU speed is a drawback. And Busswitches
to translate between 3.3 and 5 Volts) are hard to get by. And Level
Translator imply a waitstate, as they eat a lot of the 16.6 ns Access time
needed for 0-weaitstate access.
