Good question. At this point, I don't know, but now I'm
looking into it. I can tell you that WinAVR is built on
Windows 2000 using Cygwin (and MinGW).
There are two issues: Insight, and Cygwin. Insight uses the
Cygwin DLLs that are shipped with WinAVR. They also use the
Tcl/Tk DLLs that are also shipped.
Can you successfully run other WinAVR programs that also
use the Cygwin DLLs on Win98, such as avrdude, uisp,
srecord?

I wasn't aware of such an issue until now. If there is an
issue, then yes a note will be made in the README.
