It's just a standard GCC, configured for --target=avr. So you can obtain
it from regular GCC CVS.

There's only the generic manual. I tried to outline some AVR-specific
things also about the compiler and the other parts of the toolchain
within the avr-libc documentation, since avr-libc is the only part
that is being maintained completely for the AVR only. Everything else
(binutils, GCC, GDB) is maintained within the mainline of these GNU
tools.
