I have changed my mind again:
I don't think the AM_SUBST_IGNORE patch should be committed now.
Ralf and I have come to a possible solution of the "Makefile.in bloat":

If that is implemented, then the size of Makefile.in's will be no longer
affected by the number of AC_SUBSTed variables, so the need for the
feature won't be so strong.
Moreover, the implementation of the proposal quoted above would
force a significant change to the AM_SUBST_IGNORE implementation.
