   Can't you teach your tool to exclude *.info* and anything else you
   want to ignore?  Or, run your tool in a distribution with the .info's

sure, just a SMOP.

IMHO if automake already has the capability to pull .info files from
either build or source tree on "make dist", preserving that capability
should remain an option rather than taking away what has already been
published (and preferred, by some).  i'm happy working w/ either
behavior being the default, as long as there is a way to choose the
other.  w/o such a possibility, i will stick w/ 1.7.x, which does what i
want.

maybe an automake option `info-in-build' or somesuch?
