Well, now you can!

Today I finished the week long job of factoring all builtins in GNU m4
into loadable modules, and in so doing, the API exposed to module
writers is at lesat powerful enough to support all of the standard and
GNU builtins.  Give me a couple of hours to commit these changes, and
then suck the result from subversions.

Actually thee are still a few nits, and the code needs tidying up
after such a huge shakeup (not least of which is the m4module API),
but implementing some new (and real) builtins will help to speed this
process along.
