I share your concern.  I don't have any strong opinion but the fact
that in a perfect world we should have m4_import instead of
m4_include: the problem you are referring to is an implementation
detail, the good interface being importing sth w/o worrying about its
dependencies.

But since there is no m4_import, we do have a problem.  Of course we
can write our m4_import, but since m4sugar would bring it, we force
people to m4_include it away, which seriously diminishes the interest.

The only thing we can do is protecting m4sugar and others from
multiple inclusions, but yuck yuck yuck.

I'm applying the patch as is, but the discussion remains open.
