I think what you are saying is exactly correct.  And then we just need
to do

  gitlog-to-changelog --since=<day-of-dropping> > ChangeLog
  cat ChangeLog.1 >> ChangeLog

when doing a release, i.e., something like that should be in the
corresponding Makefile rule.
