It is not out of date, it is version 1.06.11. However it applies a patch to convert from autoconfig to cmake.
This patch also fails to create a number of symbolic links in the include directory.
There are probably more differences.

I located 2 major differences: the one mentioned above and the xmlrpc-c-config script.
I have modified the xmlrpc-c RPM spec file so that it uses the autoconfig again and now things work as expected.
I will send my modified spec file to the maintainer. Let's see if he picks it up.
