Why would you expect them to be? Scanned documents are usually images, and any
text in them is part of the image.
OCR is the process that attempts to extract editable text from it's graphical
representation.
It would make better sense therefore to ocr the original pdf, then create a
second pdf from the ocr'd version. At least you'll know that recognisable
text is then contained inside your pdf before conversion.
