"sks merge" any old GPG keyring and do index/vindex listings and
hgets for the keyids and resulting SKS hashes.  Those actions should
throw exceptions and cause permanent diffs with your gossip peers
because the trust packets on your server are hosing hgets of such
keys.

Make sure the GPG keyring has trust packets in it (using pgpdump[.net]),
of course.
