Indeed. Any thoughts?
Anyway, it's important to come up now with a common database but in
the future we will always provide scripts to update the database
whenever it changes. So it's something we can add later.

People do not set a language preference but in fact I think that all
mails almost should be sent in the $sys_default_locale

I do not know exactly what advantages it would have for Savannah.
