Yes, this was done this way intentionally. If you take a look at
Recommends: of samizdat Debian package, you will see other libraries,
absense of which will only cause "soft fails": GetText and RedCloth.

In "required software" section of install.txt, it is also said that
these are merely recommended, might be worth saying more explicitly
that Samizdat will fail gracefully if these are not present.
