Well, my startup screen doesn't show the locale information.
Anyway, I believe my locale is US / EN.
It is good idea to determine encoding method using locales being used.
However, can it be applied to the Windows case also?
On Windows, which I believe most of eDonkey, gnutella users use, we have many
version. First Korean Windows. I think it will use a kind of locale. However,
nowadays even on English Windows, you can forcefully set its default
language.
There is an option like, "If it is not Unicode program, then use this
encoding method.". It can be found at "Regional and Language Options" control
panel. Try clicking the 'Advanced' tab.

However if there is a way to determine using the transmitted text string, the
file name, I mean, it could be better.

If you search the Mozilla web site, they posted their own encoding detector.
I think their method is better than Apple's TecSniffer.
However, because they are based on probability, and file names are not that
long usually, the possibility of accurate detection can be low. So, in
addition to the automatic detection, if you provide "encoding menu" just like
that of Mozilla web browser, it could be easier way, and it may be sufficient
for most users, I think.
