So you cannot register using TLS, but it works fine over UDP. I
suspect that you're seeing this issue:
http://linuxexchange.org/questions/3383/error-when-configuring-linphone-to-use-sip-tls-and-zrtp-encryption

Some SIP providers do NOT support transporting traffic through TLS
(Iptel or Antisip), while others do support that: Linphone SIP service
or Ostel. So try to use a different SIP provider.

Unfortunately Linphone's error message isn't very helpful to actually
understand what is the exact issue.
