I'll let Matt speak for the libre.fm project, but I'm pretty sure we're 
using the Definition of Free Cultural Works, the same definition that's 
widely accepted by the Wikimedia Foundation, the Creative Commons, etc.

You'll notice the "approved for free cultural works" badges on CC BY and 
CC BY-SA -- the only two CC licenses that are free -- as well as on 
their Public Domain Dedication and the CC0 waiver. ND or NC licences are 
considered non-free (libre) by the Creative Commons (you'll notice they 
don't carry the badge).
