What version of Radius are you using? After testing your setup with
1.1 I get:

Sep 16 13:51:39 Main.info: Loading configuration files.
Sep 16 13:51:39 Main.info: reading /home/gray/inst/etc/raddb/config
Sep 16 13:51:39 Main.error: /home/gray/inst/etc/raddb/users:6: parse error
Sep 16 13:51:39 Main.error: discarding user `riikka'

That's because the entry for riikka lacks the right-hand side (aka
reply-pairs). See
