There are two possible reasons for this:

 1) Another application is already using the ports you have configured
    radiusd to use. To check, run netstat -an and examine its output.

 2) You have specified the same value for authentication and
    accounting ports in raddb/config (see listen statement in
    auth and acct blocks)
