Can htags create permanent addresses?

Can htags create permanent addresses? |

Let's say I have some file, "somefile.c", in my project.
htags, at some point, creates the following HTML file for it:
HTML/S/793.html
But then I modify the project and the file name changes to:
HTML/S/849.html
The implication is that I can't upload this documentation to the
internet because its URLs change all the time. People cannot link to a
specific file.
It also means that whenever I update my source I need to waste a lot
of time to re-create the links I have to them in my browser.
Am I missing something?
