Can FSF/SPI handle bounties so donator can assign the money
to more specific things? (It was discussed a bit in IRC)

Apparently the poll said
FSF 57% 8
SPI 21% 3
GNUstep Foundation 21% 3
So I guess it is not so bad that you've asked him ; )
Nevertheless, the poll was only posted to -dev but I think that's ok.
