Follow-up Comment #1:

This has some similarties with task #13555 (Add Hue-Saturation-Lightness and
Hue-Saturation-Value color spaces). 

That task is more specific to the ConvertType program. Later (as the functions
mature and get tested), we'll bring them into the library with this task.
