I checked it with very comparable old hardware, see

but i could not reproduce the bug, not with fam nor with gamin.

The original posting was from 2006-02-25, Assaf replied 2006-03-13.
That's a year ago. It's very possible distros changed the way they launch file 
monitors, or something was fixed in libfam itself. For example, in the old 
days, 
fam daemon was installed as necessary dependce of gnome-vfs, today it's only 
libfam. There's also the possibility they increased the monitoring interval.

Until anybody would come up with a reproduction on a recent distro, 
I suggest to assume it's obsolete now.
