As far as I know , Aqua is not the place to start.
Quartz is the place to start off. AFAIK, Quartz
is the 2D drawing library which is needed for 
the System.Drawing.* API.

But I don't know more about the how what whys of
windowing in OS X .

look at pnetlib/Xsharp/XsharpSupport.c
