Those env var are used for RTIG listening port.
However they are NOT mandatory,
if you don't set the env vars default values are used:
60400 for TCP
60500 for UDP

Yes true, CERTI is not [yet] widespread enough to deserve a IANA
registration :=)
May be the time will come....
Moreover setting an "HLA services port" as a registered IANA port may
prevent from running 2 RTI on the same host which may be necessary
for building bridge.

I would say that teh baseline is:
don't chose any and let CERTI use it's default value.
You may NEED to chose a port in the following cases:
1) you need to run more than 1 RTIG on the same host
because the host is shared by several user then you have
to chose different PORT for each different user
may be 60000 + uid would be ok for TCP
61000 + uid would be ok for UDP
(depending on the span of the UID values)
2) you need to reach RTIG behind a firewall
then may be you have to choose the port negotiated with
your security admin.
3) ???
