I guess you didn't understand the "see repo" comment.  Try this:

(entitled: "ci, rcs: Make MSG in ‘-m...MSG’ optional"), specifically
the blurb in NEWS.

This change basically eliminates the error case, making non-interactive
behave identical to interactive WRT empty log messages, namely RCS will
silently supply the default "*** empty log message ***".

Before, i said:

This is an invitation to Paul Eggert to veto the change.  [To Paul: The
reason i chose to jump straight to this instead of doing so after adding
‘rcs COMMAND’ support is that such support is a big change that i don't
feel comfortable squeezing in prior to 5.8.  Thus, i hope you agree that
the loss of the error mode is livable, or can suggest an alternative
light-weight resolution.]
