I looked at the tcp_wrappers 7.6 sources from my RedHat 7.2 CDs. Here's what
the DISCLAIMER file says:

Is this licence compatible with the GNU GPL or GNU LGPL?

There is one file - an implementation of strcasecmp() - that has the following

If there are any problems with this BSD licence, presumably we could just
distribute a version of tcp_wrappers that uses our own version of
strcasecmp()?

Wietse Venema's a dude. He's written some pretty interesting computer security
articles for Dr. Dobb's Journal.
