I'm putting my programer architect/wisdom hat:
If you want to reach the goals, that you have set for inetutils
1- you can not write everything from scratch
2- can not throw away code only base on the license(not own by the FSF)
old code has something that new does not ... they work 8-)
and are reliable(been patch to the bones sometimes).
In other words, you will have to compromise, on your principle.
