I've built emacs on another system with the same keyboard configuration, then applied the patch, then recompiled it and started it from the terminal. The problem persists, but I got outputs in the console everytime I pressed a key, I'm assuming due to the patch. The following is the output I got from tapping Space, then holding Space (so that it functions as Ctrl), then holding Space and tapping CapsLock, then holding Space, holding CapsLock and tapping the U-key
(which should translate to the keyboard-sequence C-ö):
