The command requires an URL, and a file name isn't an URL. But the
command could prepend a file:// to the file name, I guess, but I'm not
sure that doing file name completion on an input that's really an URL is
useful. If you start typing http you don't want it to complete to files
starting with "http".
So I'm closing this bug report -- if somebody thinks the command should
work this way, please reopen.
