bug#23179: 25.0.92; Restore `M-,' to continue etags search

I use tags-search (bound to F9 in my .emacs) and then tags-loop-continue M-,
"all the time".
When I installed Emacs 26.1 on a new PC, I was  surprised that M-, was
broken, producing only error message "Marker stack is empty". Do you know
what you get when you Google "Marker stack is empty"? About two hours of
blind rabbit holes is what. Do you think I should be billing my client for
those two hours? No, neither do I; thank you very much.

So I mapped M-, to tags-loop-continue and I'm fine now.
I found the attitude (3 years ago today) about this breakage very dismissive
and inconsiderate.
I would have appreciated it if there were some better breadcrumbs to follow
to restore familiar operation.
I'll survive two hours lost billing OK.
