If you don't want to maintain a BTS, put the Emacs project on
sf.net and use that interface for CVS and bug tracking.
We will not use SourceForge, because that site describes itself and
its contents as "open source", and we want GNU Emacs to spread the
concept of "free software" instead.
The issue is not *maintaining* the bug-tracking system, or installing
one. The issue is the work of *using* it. If the Emacs maintainers
decide that the work of using it is manageable, and the benefits
are worth it, we can give them one to use.
