How very odd. It appears that you have some sort of security tool 
enabled (likely SELinux is enabled). The rules you have set up do
not permit a browser to access the page.

Is SELinux enabled?
Is there a way to convince it to let you access pages? 
I don't run SELinux so I can't easily reproduce this locally.

If you start Firefox (without running Axiom) can you get to the page:
file:///opt/Axiom/axiom/mnt/ubuntu/doc/hypertex/rootpage.xhtml
For the most part, the Axiom pages are just xhtml pages so this should work.
