[Aleader-dev] situation-action dichotomy

I've been reading the KM documentation and something struck me.

Section 11.5 of "KM's Situaion Mechanism" discusses "The Situation-
Action Dichotomy".  The model proposed in this section corresponds
to Aleader's concept of a situation's phase.  Not only that, KM
uses the same terminology: "before", "during" and "after".
