Dear Colleagues,

In response to Ben Luo's suggestion:

Our members may write in Chinese if you think it's
adequate, the encoding system should be big5 or gb2312
but not unicode.  Hopefully this will help improving
our communication on translating.

But please do not put Chinese characters on the TITLE
line.  Thanks.
