wget_noinstall is only needed for testing (especially with valgrind). Please
just ignore that file, it should not be packaged to end users.

I have never experienced this nor did ever anybody report it. It seems to be
used with `make syntax-check`.
Are you building from tarball or from git ? And what are the steps to reproduce
this ?
Do you use a POSIX compatible shell (e.g. bash) ?
Do you have the standard utils installed (coreutils, find, sed, awk, etc) ?
