We begin with only support for GNU/Linux systems but assuming that support for 
others will be added later. So things should be designed accordingly.

I would say, default option is `libuuid`. If that is not available, try to see 
if `uuid.h` is available on the system. This helps with some of the BSDs. And 
of not that warn about it in configure and use a fallback mechanism for other 
systems.
We can use the existing code in Wget for the fallback mechanism.
