`$ wget -N <url>` should work as it's doing now, but in case that the web
server we're requesting the file to ignores our If-Modified-Since we should NOT
download the file and print a warning to the user explaining what's happening.
I think I'll be useful for you to take a look at the wget1.x source code (as
the idea is to add the same behavior)
